In this clip, serial killer Arthur Shawcross describes how you know when someone is dead when remembering one of his victims, a young woman named Anna Marie Steffen. Shawcross killed his first two victims and then served only 14 years of a 25 year sentence before being paroled, before going on another murder spree and ultimately receiving a 250 year prison sentence. He died in November of 2008 in prison.
